He sits in the middle of the rank. He's the only car there, but he won't move up to the front of the rank. He'll sit there even while other cabs line up behind him, until there's no room left at the back of the rank, and the last driver to come on has to blow his horn so he doesn't get stuck in the "No Standing" zone. Why, you might ask, is this so? Because the driver suffers from FROP, or Front Of Rank Phobia (FRO-P). Many cab drivers suffer from FROP and don't even know they have it. For years they'll exercise this habit of just sitting there well back from the front of the rank until some other impatient driver at the back blows his horn. That's because they don't realise they need treatment for FROP. It's not difficult to move up, really. All it takes is two fingers to turn the ignition key; one hand to select "drive", and one foot to press the accelerator.
